I couldn&#039;t find anything in preferences in Safari either.  I&#039;m not sure what to call it, so it was hard getting even that one hit on Google.

It doesn&#039;t happen all the time.  My new theory is that maybe it has something to do with an external monitor I&#039;ve been occasionally connecting since around the same time I put Safari on, though there&#039;s not good reason to suppose a connection...</description>

That video looks like a video card driver problem, something in the refresh during the scrolling operation.  Have they changed the video subsystem since the introduction of the MacBook?
